I don't believe he cheated anyone for this reason. When his hands are wrapped a man from his opponents team is supposed to be there as well as someone from the boxing commission. That is from the start with bare hands to the finish. Then the commission guy signs it and it is official.If they wrap his hands without someone from the other camp there the other side can demand they re-wrap his hands. If they tamper with them later then the signature of the commission official will be removed. Under these rules it's impossible to cheat. So unless he fought guys with total idiots for teams and commissions that ignored the rules, Margarito could not have had loaded gloves even if he tried. He would have been caught.
