Not really, its simple facts.

I would assume he's talking because journalists are asking him questions about the current weak state of the HW division. Thats usually how these things work.

Shannon Briggs - Title shot decade past prime.
Rahman - Title shot almost a decade past prime and he is the WBA #1 contender again.
Cedric Boswell - Couldn't get a title shot in his prime but he got one last year at the age of 42.

The era is weak because fighters lack skills, endurance and heart. If Butterbean had been born 10 years later he'd of been a contender today.
