Whitaker has the better resume. Sweet Pea would had embarrassed Pac with had turned him around and pulled down his pants in mid fight.

Whitaker had a Ramirez, Chavez and a ODLH fight stolen from him.

Pac has a very good resume but he did lose to Morales once and the close decisions to Marquez could easily been a loss

I have posted these two videos so people here can make a more intelligent assessment as to who is better between Whitaker and Pacquiao.
It is not enough to simply insist that one is a more superior without providing specifics.

Watch carefully and then decide honestly who has better movement and work rate, who has more power and is more accurate and faster.
