Let's start with the bad... Gamboa did sign a 2 year extension. He isn't happy about it and he feels he wasn't treated well.

Now the good, he does want the fight with Rios! However, in order to accept the fight, he wants a release from Top Rank from the 2 year contract he signed.

Actually no. Based on people who spoke to Gamboa directly, he wants to cut Arena Box out of the picture and co-promote himself along with Top Rank. I don't see TR cutting out the guy who brought them the fighter in the first place. but Arena's contract with Gamboa expires supposedly before the Rios fight takes place. That's possibly why he is stalling but who knows.
