Because it drains him thats why Pac wants the CW , Cotto agreed to fight , Pac was the one that said no fight , Pac flat refuses to fight Cotto without a CW thats a fact you cant get around , biggest duck in history because it means the first win was ONLY because of the CW , other wise Duckman would fight him now without draining him ,,,,, but Manny wont do that lol , you lose !

Very few boxers in the lower divisions come in the ring at their natural weight. Most drain themselves to make the lower weight and then re-hydrates at fight night to get an advantage especially against a smaller fighter. Cotto would not be doing something unusual if he cuts down then re-hydrates afterwards. He would still come in bigger and heavier than Pac.

That negotiation bogged down. They could not come to an agreement after several attempts to reach a compromise. Pac's camp decided that time was being wasted and he had to have a fight ready for March since he was going to start his campaign for a May election in the Philippines.
