why have rules if they are not enforced.

I think it's more "We have rules, but we're picky as to when to apply them. Also they have loopholes and backdoors so we can legally say it's alright not to follow the rules"

if this is true its absolutley unaxeptable, after all chavez was suspended on 2010 after the cotto /pac card. Precisely for failing the drug test.
