Foreman is no world beater but Cotto looked good beating him. Margarito (de-plastered) is damaged goods but Cotto performed well. Clottey isn't an elite fighter and Cotto struggled to a split decision win.

It's not about his opponents but how Cotto performed against them, and if you watch his fights from 2009 and compare them to 2010 and 2011 it's clear that Cotto was a far better fighter post Pacquiao regardless of his competition.
