Donaire would have still try to leave his promoter after a big win. 2nd time he done this, therefor he doesn't fight the best bantamweight to crown a champ in the division.
Forget those assumptions, because if there's only 8 divisions a lot of things will be different including what divisions fighters would have stayed and therefore who they would have fought that eventually determines who the champions will be.
