I think so. It's different with other sanctioning organizations however. The opponent does need to be ranked in the WBC top 40.

Whoever he chooses, the WBC will put in the top 15 anyway.

I don't understand how it can be circumvented ! So the WBC ok we know they will reshuffle the pack accordingly but where does it state he can take an optional defence outside the top 15 ?

The WBC have guys like Parker outside the top 15 and are allowing their champion to fight literally anybody he wants, the levels they plummet are a joke. All will be forgiven if a unification comes before the Povetkin mandate, surely Haymon has promised them big money if it comes to fruition. I see no other explanation to them allowing these joke defences.

The Povetkin fight will happen in early 2016. Wilder's people recognize that he's in way over his head with Povetkin and are procrastinating the fight as long as possible in an effort to get him more experience.

I absolutely think the fight happens.... right after he talked all this trash about having the most important/prestigious belt in boxing. If he dumped that to avoid the fight...or even a PBC belt, he just looks like a straight bitch
