Ruiz needs to up his activity and level of competition as well. He fought last on the Rios-Pac undercard, hasn't been seen since and is now fighting c level Quezada....meh

I can't find anything saying Ortiz withdrew or is injured and now two completely different guys are contesting!

I exchange tweets from time to time with Ortiz' manager. He's been enthusiastic about Ortiz fighting for the WBA title, so if it's Oquendo-Chagaev they are not going to be happy.

Of all the sanctioning bodies, the IBF appears to have the most accurate hw rankings - I can't argue too much with that list. It's not perfect but it's much more accurate than any of the other alphabet orgs
