      The arguement has always been the cut off and the type of testing. It basically was
      Manny " Ill only take the test if its like this" vs Floyd "I want USADA testing" until a few weeks ago when manny implied he would take USADA which has led us to this point.

        Pac was always going to be the betting underdog , right from the Clottey time Pac was betting underdog , the smarts running the odds know Pac cant beat Floyd as long as his ass points to the ground , but like you say the biggest odds available on Pac will be now .

          An underdog nonetheless. Before the Marquez fight....this fight is suppose to be even/or close with slight advantage from Floyd.

                  Yes before Marquez the odds were even.

                  Now Pacquiao is around 6/4 and Mayweather 4/7. Not exactly a big underdog now.

                  Pacquiao was 3/1 against Oscar. Marquez 8/1 against Pacquiao in the 3rd fight, that is a big underdog.

                  And if the fight is signed better be sure that the odds on Pacquiao will tumble in, to pretty much even money.
