I thought fans, especially since the whole Pac-Floyd fiasco. That they would know what said on cameras/interviews and what's done in negotiations are two different things.
Thats the whole deal with people saying "Floyd ducked random fighter. Its more to it than a hand shake. He made excellent business decisions. Whats important is that he never took a step backwards his whole career. And SRL didnt want the problems Pryor brought.

Loads of people are saying that he didn't look the same physically, didn't have the explosiveness and all that. The reality is that regardless of the origin of Mayweather's concerns about PED use, the concerns are legitimate. He has said that from now on he and his opponents will be subjected to stricter drug testing procedures, no way that's a bad look.
So in a fight where he needed to win convincingly to set up a mega payday with Floyd he decided not to use? Yes thats perfectly logical.

I see the point your making but what does it matter? Floyd made a stance that he believes will clean the sport. Pac and Arum have said (true or not) that they have agreed and there are no issues?

Does it look bad on Floyd? I don't think so because I never thought Pac was on PEDS but that he was put in front of bums for the past few years to look better than he really is.

It's more logcal than that nonsense you wrote. "Pacquiao's last fight with Marquez proves that he's never used PEDs". To be 110% real, I wouldn't be surprised if Pacquiao and Marquez were on something in that last fight.
