Well arum said he would do it in mexico and pac wants 4th fight so hey then get it started now well see if arum keeps his word or not and pac said he clearly won the fight when really he know's he didn't otherwise he wouldn't be pursuing it himself.

EDIT: and all the dummies who are pointing to Marquez face to claim some time of point, You dont score blood, or damage. You score clean effective punching. How many times did Marquez make Pacquaio reset with his punches, and How many times did Pacquaio make Marquez reset with his punches. Count that and you will see Marquez landed the clean EFFECTIVE punches.

TSAC will insist on getting the most experienced judges....the best of the best.
1st of all let's dispel a few things.
1. JMM can't pick the judges. Neither an Top Rank and while they can insist on different ones, the commission is the one who picks them. Let's be serious for a second here, and realize no fighter or promoter just hand picks the judges they want.......it doesn't work like that.
2. Fight isn't happening in Mexico. Mexico isn't in position to host a mega-fight.....period.
3. JMM can't go back to 135 and Manny is the only option left for him. Do you honest think a 38 year old who put on muscle is going to drop back to his natural weight class and not see the effects of that mistake? Ask Roy how that worked for him after the Ruiz fight.
4. Outside of Khan, who else is going to be worth it, legacy and financial wise? It's either Pacquiao 4 or retirement.
Pacquiao vs Marquez IV is happening whether we like it or not.

Marquez in the driver seat? Somebody mentioned, boxing in America is a big business. Let's face it, Pacquiao (and Mayweather) are the two biggest draw in boxing right now.
If Marquez turns down a fourth fight, Arum will just move on another "big name". This will be in PPV. This won't generate the same numbers as a fourth fight against JMM. But it will still generate enough numbers because people wanted to see if Pacquiao still has it (or whatever marketing will come up with).
JMM will fight someone else. Unless it's one of the bigger name, and it needs to be in the same level as a fight against Mayweather or Pacquiao, the numbers won't be as good. I would be surprised if it's PPV.
Plain economics.
