Martinez should agree to this only if Pacquiao agrees to come in at 150 and no less, and with penalties for every pound under 150. Lets make this fair for both guys. Martinez will come in drained and weak, and Pacquiao comes in slow and bloated.

Who is challenging who? When you are the challenger you make the offer...you are at the mercy of the other guy.
