The whole point of the Ring Title, which is an actual belt, is to crown the world champ in his respective weight class. That was the original goal when they started in 1922.

Why would you not consider that as a Title?
The IBO isn't a Major World Title. The Lineal Title is considered to be more legitimate then a 'Major' world title.
That's the difference.
