Basically, Pacquiao's reason on why he won't take the drug test is because it hurt his pride because of the PEDs accusation.

But then, Mosley and Ortiz already undergo the blood test so I don't see a reason why Pacquiao won't agree.

Yes, I've read reports that Pacquiao already accepted all the blood test, but he should said it officially to the world (not just on some random press interviews) that he would take the test. After he said that, all the decisions would now be on Mayweather. If Mayweather said yes then the fight is made. As simple as that.
