Why can't Pac fight Floyd using the same method of testing as Mosley and Ortiz?

EDIT: but to answer the thread question...bluntly, although I think Floyd is the better fighter between himself and Marquez, Marquez clearly believes in himself more than Floyd does against Pacquiao. Floyd isn't wrong in asking for stricter testing, I won't get into the politics of it all, but to be completely blunt about it, Marquez believes in his abilities, Floyd Mayweather has not shown that same confidence. That's my opinion, I'm sure all the *****s will agree because they are such a kind peoples

1) Floyd first ACCUSED Manny of doing PEDs to the world then said, "you want to fight?"

2) Mosley admitted to PEDs use so that was a big strike against him. Ortiz had no leverage. He even came in first into the ring even though he was the champ! Meaning he would do ANYTHING Floyd told him to do!

3) Manny doesn't need to give in because he is king at the moment and can get any fight he wants.

4) Even though I said what I said, Manny accepted to take the test .... Plenty of videos and articles stating so. Its up to both of them to negotiate now!

that's the biggest puzzle that floyd needs to clear up. he claims pac is easy work but comes up with BS like this.

Because Floyd fought 39 times using the same method that Manny and Marquez will be using for the third time.

Floyd said there is 5 ways to beat Pacquiao during Mayweather/Ortiz Faceoff bunch of BS because if that was true the fight would have happened 2 years ago.
