The same people who said Floyd will never fight Martinez, are the same people who said Floyd was scared of Mosley so I don't subscribe to that.
Manny came up fighting on Floyd's undercards dude, and it's audacious to even suggest dropping a test that professional sports leagues like the NFL, MLB, Tennis and European media sports conglomerates push for, have in place and support.
I can't believe I live in a society where a group of people can argue for and against the same issue in the same breath. If Pacquiao signed a contract to take the tests and fight Floyd, we would have had the fight already instead of what we have now. Bob Arum is now saying the fight will never happen, just like he said Manny will never agree to Floyds demands in the past.
But it's Floyd who doesn't want the fight by your logic?

From the very beginning it's been a GO from the Mayweather side, but only cleverly crafted statements and rhetoric from Pacquiao's side.
Mayweather agreed to terms for the welterweight title bout on Tuesday, multiple sources with knowledge of the negotiations told ESPN.com.
The proposed date is March 13, although there is a chance it could move to May 1, sources said. Mayweather, according to a source close to him, is OK with either date.

Top Rank's Bob Arum, who promotes Pacquiao (50-3-2, 38 KOs), was flying to the Philippines on Tuesday night to meet with Pacquiao and try to close his side of the deal.
Arum spent much of Tuesday getting open issues resolved in his negotiations with Golden Boy Promotions CEO Richard Schaefer, who represents Mayweather, sources said. Once Arum was able to do that, he left for the Philippines and is expected back on Monday.

I only asked you simple questions... where is the contract that floyd said he will show? Did floyd said he will show it? Did floyd said before Ortiz fight Pac is next and after the fight he said he did not say that?

Floyd says a lot of things, but it wouldn't matter because even if he produced it, people like yourself would still dispute it. What I posted is an clear example that the Mayweather camp was the side pushing the fight forward, and clearly by that article Arum wouldn't be flying to the Phillipines unless he had a signed contract by Mayweather only needing Mannys signature.
Manny and Arum have refuted several statements suggesting they signed to fight Floyd in the past, and to this day have never suggested they will.Comment

He says that if Floyd is the defensive wizard he thinks he is, then he should fight Pac anyway even if Pac is on roids.
If that doesn't prove that the media could care less about steroids in boxing, nothing will.
