Because he wont give public what they want to see! Because he conveniently asked for OSDT this time when hes never asked for it before for anyone. He ducked Cotto, and Margarito etc but didnt put up the barrier of OSDT for Cotto and Co. He just ducked them or retired.

If he wants to duck Pac, why dont he just retire or step up a division t run away from pac and not use OSDT as an excuse?
