All this debate regarding Manny not accepting to test up to the day of the fight has been debunked by Koncz himself. Watch and listen carefully to Koncz at 1:45 of this video. He said:

"ACTUALLY, WE OFFERED ON THE DAY OF THE FIGHT, BUT THE COMMISSION SAID NO. IT"S NOT STERILE IN THE FACILITIES..."

Floyd refused to accept the commission's ruling and up to now, he has not offered any compromise.

One more thing, the USADA has no problem with a 14 day cut as long as nothing unusual would come out from the continued urine test. If something turns up, they would do additional blood tests.
Floyd apparently did not accept this again.
Based on this developments, one can safely assume that Floyd has no intention of making this fight become a reality.

IMO, all these random testing are working almost two years ago since Floyd has better numbers in PPVs than Pac. But now that pac's numbers is obviously getting better, and this issue seems insurmountable* because of Floyd himself the issue is getting less popular nowadays. And btw, is it just MP that floyd is ducking? No. Martinez is a good opponent even at a catchweight of 154. And now Amir, after putting himself at the top of the LWW ladder is asking for a piece too. But any news, answers about it? Nada.

* - Pac and even Arum (Roach also mentioned that he also wants the fight in some interviews) already made a point that they're willing to take the test but you never heard anything about it from Floyd.

Pacs offering Floyd a chance to redeem himself and to shake off the ducker tag. Pac wants to show the world that Floyd is misunderstood and not a ducker, and Floyd throws Pacs goodwill gesture back in Pacs face!
