In my time span of watching the sport for almost twenty years now I would have to say that Mills Lane was the best ref I have seen, simply put he was a no nonsense kind of ref, plus he was a fighter too so imo he gave the fighters every chance he could to win or lose the fights themselves!
A very close second in my views would be Mitch Halpern, he was an excellent ref that was on his way to becoming the number 1 ref for big time fights as well as being the best ref in the ring at the time. Just a damn shame he killed himself, he would have been the best ever in my opinion!Comment

One of the reasons I love Cortez is because he let Marquez go on with Pacman. I think a lot of refs would have stopped that fight despite the lack of a 3 knockdown rule. Also a big Nady and Bayless fan.Comment

Fair But Firm Joe Cortez is the best to my knowledge.
The guy has been in big fights, and as far as I know is the least controversial. I really dont know how to assess a ref:
