    People are confusing a negotiation with a demand. Floyd is entitle to ask for OST that is a part of a process. If it is not agreed upon and he says no deal he bares responsibility for the NEGOTIATION falling through. If Pac demanded to fight in the Philippines and Floyd says no and Pac says no fight... Pac gets the blame for that. It is not a negotiation of a contract if you make a demand that has to get met or you don't fight. Is that simple enough for you?

      pac has said NO NUMEROUS Of times in negotiations to ost.............

      hints why his name was never signed.............

          There is ZERO reason why he should accept OST. If the commission requires it for all fights then he must submit.

              That argument went out the window two years ago.

              1) When many fighters started doing improved testing successfuly

              2) When Pacquiao himself said that he would do non-Commission testing.

              You can't say "I'll do 24 day cutoff", and then say "No, anything other than Commission is wrong". Dude, you already agreed to non-NSAC testing.
