People are confusing a negotiation with a demand. Floyd is entitle to ask for OST that is a part of a process. If it is not agreed upon and he says no deal he bares responsibility for the NEGOTIATION falling through. If Pac demanded to fight in the Philippines and Floyd says no and Pac says no fight... Pac gets the blame for that. It is not a negotiation of a contract if you make a demand that has to get met or you don't fight. Is that simple enough for you?
