He isn't a liar, in your picture above it shows that Mayweather's elbow actually met Ortiz' face and he instantly went in with his head. You can see Mayweather pushing out his left elbow. I didn't record the fight so I don't exactly know how many times Mayweather used his elbow.
Atleast 4-5 times, although he missed a couple.
