    Your above order is normally true. But according to the rules of boxing, it's the referree's discretion on if/when he wants to DQ a fighter for fouls. Cortez does not have to follow the order above. If it's a foul, any referree can DQ a boxer at their discretion. Cortez was merciful in not doing so...
