Will Pacquiao or Mayweather fight Martinez?

Martinez has been calling out both and has even agreed to a 150 pound catchweight to fight Pacquiao at. If they won't fight each other then he is the next best opponent for either.

Please explain your reasoning if you can.

It depends on how many tomato cans that Mayweather can cherry pick.
1. If there's too many, then Floyd will fight those bums while Manny will be left with no other partner after Bradley, hence pacquiao might be the first one.
2. But if there's none, then Floyd will be forced to go first unless he fights MP.
