Many of my mates are genuine boxing fans, and most I have known for a decade or longer.
I have never heard any of them suggest EVER, regarding any fighter, that a grown man who chose to be a professional boxer, is "scared" of another fighter. I've just never heard that.

Every single one of my friends cannot understand why Pacquiao is the only athlete EVER to have publicly refused random blood tests. Most of them are pretty sure that he is a steroid cheat.
As I said earlier, and proved via link, Freddie Roach admitted that "of course, people would find Mannys refusal su****ious".
In a decade or so, when OSDT's are mandatory for title fights, and it will happen..... EVERYONE will wonder why Pacquiao killed that fight by refusing random blood tests. They will wonder why he demanded a cutoff, because there is no such thing as a cutoff date for OSDT's.
