He throws single shots so that he can hit and move out of the way of the retaliation. Most people who hit Pacquiao get caught when they look for the second shot.
If Floyd gets on his bike successfully he wouldn't have to put out a higher output as he would be in control of the distance. It would effectively cut Pacquiao's workrate. If he doesn't get on his bicycle then yes he would have to up the workrate significantly as he would get outworked.
