How can he or those who subscribed to Floyds mantra of , "he has losses and isn't a draw", justify that?

Or consistency as in, quitting in a championship fight on HBO and having never headlined a PPV?
What qualities does Ortiz have for a megafight that Margarito and Cotto didn't?
None. He is the same fighter that has losses like Margarito and the same fighter with no drawing power like Cotto.
With Floyds standards, there is no way to justify this fight when he avoided two guys for being who Ortiz is today.

A fight with Ortiz is far easier to make though because he has no monetary issues with Ortiz's promoter like he does with Cotto & Margarito's promoter.
BTW, Cotto's promoter Bob Arum never attempted to initiate negotiations with Mayweather for a fight with Cotto. Ever. He was content with Cotto fighting in the Top Rank Boxing League where he's able to pocket a percentage of both sides of the fighters purse.
If anybody's to blame for these fights not going down, it's Arum, Margarito & Cotto.
