tests cost a lot of money. and boxing commissions don't have the money or infrastructure to set it up. then there is the alphabet bodies who prefer to pocket the money instead of advancing the sport. it makes sense to have full olympic testing at least for the highest profile of fights. at least for now. we are in year 2011 for god's sake. sports are flooded with illegal substances. urine tests are a joke...

You're right but with all the money being made off of megafights, it's possible to make it happen, at least for title/title elimination bouts. What i fear most is the day that an aging fighter takes on a young buck, takes far too much damage and dies in the ring, and the opponent is found to have PEDs after the fact. How much money would the commission lose then? who is responsible for making sure fighters are clean?

I really don't want it to reach this point, but i fear the only way boxing will make a universal entity to govern, and impiment the best testing possible is if they are responsible for such an incident and have to pay out of their ass for it.

look man my point is i believe Pacquiao doesnt want to be tested because its like hes giving in to Floyd's request , if the mayweather camp had a LEGIT reason to accuse Pac i would understand , but theyre only reason is "Pacquiao is winning, he must be on somethin" thats bull**** ... and the fighters you named were/are starving for big paydays , they will jump over a bridge if Floyd told em to , in those situations, Floyd truly is the boss and calls all the shots ...

but Pacquiao is on the same level , maybe even a notch higher than Floyd .. he is not dying for a payday , he does not have to do **** Floyd tells him to do , now if the COMMISSION told him to undergo those tests , im pretty sure he'l do it ..
