Of course he is.
My order of ranking would have to be:
1. Morales - The guy pretty much reigned terror through the lower weight classes at a pace that was unheard of. He knew his job was to entertain first and fight second and entertain he did. Including defeating Pacquiao when he was clearly past it after loosing to another fighting legend, Barrera. This guy was Mr. Excitement... if Barrera, JMM, and Pacquiao have someone to thank for bringing in the millions to lower classes is this guy.
2. JMM - This guy had more technique and discipline in his pinky than his other compatriots (ok exaggerating but you get the picture). He too brings a lot of excitement but he spaces it out further in between. He has a much courage as anyone and it clearly showed when he was down 3 times in the first round against pacquiao and came back to put on a boxing clinic and stunning him a couple of times. But the frequency at which he fought as well as his bad luck to not obtain the key fights he wanted keeps him from besting Erik.
3. Barrera - This guy was the little monster among them. Deceptively fast hands this guy had as Hamed quickly found out. His lefty in orthodox left hook was a real sight to behold. And of course can be ARGUABLY be considered the only man to have actually beat Erik in his prime. What keeps him in the bottom rung is his unwillingness to go the limit. Where the top two guys were all guts and glory when the going got tough, Barrera wanted out of a couple of fights when they got complicated. Also in his later years he kind of just rode Morales' coat tails by fighting fighters Erik had fought much much earlier. Also both past their prime, JMM beat Barrera and was real dirty in some matches to boot.
