I hope both guys are at their best. I may be a Pac fan and former huge May fan but if May ages from lack of activity and is not as sharp and loses, I'm not going to be yelling about how I think Pac would have beat a younger Mayweather as well. May is playing with fire with layoffs. If both are at their best, I see 116 to 114 with May getting the win in a tough fight.

Look USADA has a website where you can actually read about what it is that they offer. All of the conjecture and speculation could end with a simple click of the mouse. The term jurisdiction is somewhat of a misnomer for what it is that USADA weilds over athletes. Its more of an authority that athletes sign on to commit themselves to when they join certain types if competition. In the case of a possible clash between Mayweather and Pacquiao it would be contracted testing. And as long as the fighters agree and their promoters and financial backers are willing and able to foot the bill for setting up sites and chaperones it doesn't matter where on the planet Pacquiao trains because USADA will come to him. Assuming that this fight would be held in the U.S. of course everything with testing whether Pacquiao is training in the U.S. or in the Phillipines should be a go. Jurisdiction is implied by the fact that they would have contracted USADA to do the testing and the fact that the fight would take place in the United States. Hey but don't just take my word for it. Cool, but then you have the issue of convincing a government to conduct the testing. It is likely it wouldn't be an issue in the Phillipines being that he's such a big figure there and involved with government. But then we run into the issue of whether one should trust a government to do testing or a truly independent organization. I think the latter is better. So maybe Japan's agency?

Major problem here though, and it will certainly be one big issue in the next negotiation process, if there ever is one again. And it is a valid issue unfortunately.
