From the internet: USADA only has jurisdiction to test athletes in the United States but has no legal jurisdiction to test any athlete outside the United States. USADA is a private company and has no affiliation with any state commissions or the federal government. Fans pays taxes for the State commissions to test athletes because they are public owned, not private owned unlike USADA. WADA restrictions can be facilitated through a trusted local agency.

This is exactly what is escaping the minds of 90% of the folks here. It doesn't seem like USADA can even conduct ANY tests while a fighter is outside the U.S. And to make matters trickier, from what I have seen, there are NO WADA ASSOCIATED AGENCY IN THE PHILLIPINES. So how will the testing be done if he is training outside the country completely til a week before the fight? This is one major loophole. And Floyd Sr, seemingly realized it 100%.

There will have to be some sort of thing negotiated where USADA is allowed to test while he's in the Phillipines and/or by some other very very credible agency in Europe let's say. But even for a European agency, they are outside the Phillipines. So what they are going to do would be no different from the USADA?

The Pacman may actually HAVE to train only in the U.S. if this fight is to take place with the OST drug testing.

you floyd fans are strange people. you always see cobwebs when nobody else does. pacquiao put the sport back into the world map at a time when mayweather was content being a fan. it's big money and an honor to fight the most popular man in boxing. if you are in that position, you don't have to call out any boxer. however, roach did call out mayweather for like hundred times. floyd, as it turned out, had to be a real pu55y before getting in the ring with pac. which made pac say that he doesn't need mayweather. but that he will do it for the fans. as you know, pac never brings up floyd unless he's asked. wouldn't you if you're a real fan?

I'm not sure its fair to say put the sport back on the map when he has yet to outsell floyd. I think he is more poular but that popularity has not crossed over economically. Floyd is still the more bankable entity. Because he reached that pinnacle he was able to fight fewer times for more money. That was his reward for his achievements. Manny, while he has many achievements, being the biggest draw is not one of them.
