    I have been following this negotiation from the get go and one thing that has been consistent is the OST style testing. I want to see fight as much as anyone; i have noticed one camp twisted in about 6 different positions not to undergo the testing. But what the supporters of this camp failed to realise is that the test has been negotiated on contractual terms with both sides making demands, the test appear to be a disadvantage to neither party, but merely to promote fairness whether one is scared or not is not the issue. Whether it's the first time, second time or hundredth time it's been ask is not the issue. The issue is that it has been asked for, so since its to promote fairness, and disadvantageous to neither party, the one who keeps dodging the test is really the one keeping up the fight. Having 6 different excuses to one demand that promotes fairness, when the other party agreed to all your terms without flinching is definitely a sign of stalling.

      Not undefeated at the time Floyd fought them but ranked #2 and #3 P4P!!!!!
      Which is even better. The real point is Manny flat out ran from both of them!!!

        spare me of that garbage...it's pretty normal for fighters to lose. it happened to all time greats...they lost fights, they came back and win more fights. you talk as if coming from a loss is the very indication of what going to happen in the next fight.

        pac only fought top rank fighters and floyd only fought gbp fighters...what's the difference? why would arum keep pac away from floyd? if floyd did not bring up ost the fight would have already happened. and if pac accepted ost the fight would have already happened. same ****

            Sr might not be the first to accuse manny of being on peds although I heard it from him first, but he was the one that took it to a whole another level by saying it in all his interviews, etc. To the point where it made Floyd go on cam saying some nasty ishhh about manny. So to say sr have no part in what Floyd does is a lil far fetch.

              Brick what is the real roadblock, the OST request, or pac's refusal to sign contract because of OST test? Is it fair to say a reasonable request is a roadblock?

                But ironically, Floyd didn't balk at this crap (that wasn't in the original agreement, but added to try to throw salt in the game) and agreed to the weight penalty. No one saw the random tests as an issue at first...even as late as December 13, 2009:

                So now we have Mayweather agreed to all terms including the "11th hour stip" of the weight penalty and Pac "agreeing" to everything with no issue with testing. Good, right? Now a venue is picked with an announce date:

                Only got to the 3rd link. You do realise time is lineal. So when Pacquiao says he has not signed the contract on December 5th and when ESPN report he has signed in on December 7th they can be both be right.

                • From the internet: USADA only has jurisdiction to test athletes in the United States but has no legal jurisdiction to test any athlete outside the United States. USADA is a private company and has no affiliation with any state commissions or the federal government. Fans pays taxes for the State commissions to test athletes because they are public owned, not private owned unlike USADA. WADA restrictions can be facilitated through a trusted local agency.

                    • People talking about the previous negotiations between Floyd and Pac seem to be missing a very vital part of why the fight didn't happen. It wasn't simply because of the test, it is the reason why it was pushed so much. Pac's team asked Mayweather's team asking what the consequences would be if Drugs were found in Pac-man's system. Then they asked if something was found, would they be able to keep it private and resolve things behind closed doors. Does that mean Pac is/was on drugs? No; however, it raised an eye-brow from the Mayweather camp and there was no way that Floyd was/is going to take the fight without knowing Pac is clean.
