if you start talking linear than that's another thing, that doesn't necessarily mean that person IS THE BEST or is considered the best. You can say "he's the man to beat" or whatever if you want, but not all circumstances are so clear. For example Zsolt Erdei was the linear champion of 175 pounds but no one honestly believed he was the best 175 pound fighter at the time and he wasn't ranked #1 by anyone (the ring, espn, yahoo sports, etc.).
As for Cotto, again, I think it had more to do with the fact that no one in the division had really done much of anything when he beat Foreman and comparing his resume, and his skill set to everyone else he got the #1 spot. It was to me more of a lucky circumstance that he entered the division when he did. Again, Williams hadn't done ****, Canelo hadn't really beat anyone with a pulse, Martinez left the division, lara was a nobody and Angulo lost to Cintron. Perfect timing for Cotto to get that top spot based on his resume and past accomplishments after dominating a highly ranked guy in Foreman.
