Well, they're poor. They don't have enough money for toilet paper. To them, food is much more important than toilet paper. They'd rather wipe their assholes with their hand and some water than use toilet paper. That's how dire the poor's straits are. Keep in mind that most of the poor people in the Philippines don't even have any electricity. The poor in the Philippines is nowhere close to the poor in the U.S.

Majority of Asian does it the same way, however, they apply water and then soap to wash it down clean. They do it that way to fell fresh after taking a dump. Of course, they have and need to wash their hand after doing the ritual.

What sounds more sanitary to you, giving your ass a nice bath with a bucket of water or spreading a thin layer of poop on it with toilet paper? And don't tell me that toilet paper will wipe every microscopic poop out of your ass. Unless of course you're using wet wipes, which most don't, most americans use dry tissue wipes.
