He is the first one (to my knowledge) that didn't fight someone because of those allegations.

Tyson still fought Holyfield with no test...
Hagler still fought Leonard with no test...
Pascal still fought Hopkins with no test...

BTW, likewise, Pacquiao isn't the first fighter to refuse testing beyond what the commission requires.

And the system has still failed and will continue to fail. Accepting a failed standard is unacceptable when you have a better standard available.
