The Philippines is a third world country, and developing amateur programs costs $$$. You have to fly guys around the world for international tournaments, provide living expenses for them to train year round, it just isn't a priority in the country since none of that generates money.
Since 1996, the US has had just two gold medalists (David Reid and Andre Ward) but many more champions have come out of this country than were international amateur stars.
In the Philippines, most of the top fighters turned pro as teenagers, when the youngest one can be to qualify for the Olympics is 17.
To be honest about Cuba, the problem with a lot of them is that when they're done with communism, they have a hard time adjusting to freedom and don't take their training as seriously as they did in Cuba. Look at Odlanier Solis and Jorge Gonzalez.Comment
