    It is decided based on Internet voting...Pacquiao wins for the same reason Yao Ming was voted a All-star starter his entire career.

    If you put "Who is the greatest Heavyweight of all-time?" with Pacquiao as an option...he would win that internet poll too

        We are talking "espy" award here people, this isn't anything to get ur panties in a bunch about either way. I mean an espn sponsored "award"? If someone wins an "award" and it's so important that they don't show up in person to claim it, I think that should tell u all u need to know about the "award" and it's relevance. That award is so week it makes half the alphabet belts look important.

        And it's more of a popularity contest then anything else. Pac is the face of boxing, he's gonna get the love of the people, simple as that. Hopkins, while great, isn't a world wide superstar. His fights don't captivate the country or the global attention that a pacquiao fight does. Most people wouldn't know who the hell benard was if he was standing behind them at the supermarket.
