1)WADA rules require taking blood and urine samples, both during, or in-competition, as well as out-of-competition which can occur at any time, at any location, without advanced notice.
2)On the other hand, USADA has apparently agreed to Floyd's bastardized version of a mere 8 weeks testing period, which gives a loophole for cycling PEDS.
3)USADA also does not have jurisdiction in the Philippines which complicates the situation.
