    It is not. USADA has no jurisdiction in the Philippines to test Pac while he is in training there. WADA has.

          If this was the case... why did Uncle Bob just think of this?? He could have brought this up a long time ago .... there's always something behind Arums' moves....

                USADA cannot conduct testing outside of it's jurisdiction without the approval of the IOC through WADA.

                  It's hilarious. I thought they agreed to all the demands months ago. USADA was ok then? I feel bad for Pacquiao stans. They've gone from defending "blood tests make me weak" to "we want the toughest tests possible!"

                    wada is just 1 branch higher than usada. imo bub just wants to contract wada for the testing, but then he doesn't really care who performs it on the site. usada,psc ...
                    but the contract would have wada responsible for the results and not usada. i think that's what he wants in effect.

                      the last time USADA conducted blood testing was when Floyd fought Mosley in which the testing was stopped too earlier,on the 19th day out....so what happened from 18th day to leading to the fight......nobody knows....Floyd might manipulate USADA(which under his payroll) to stop the fight on specific period so he can juice-up PED into his system(apart from his favorite dope in xylocaine)...it is easier to bribe a smaller agency of same national(USADA) than a prestigious and big agency like WADA...
