African/American - 39 million Filipinos (in the U.S.) - 3.5 million
Floyd/Shane (both African/Americans) PPV - 1.4 million
Pac/Shane PPV - 1.3 million
Based on population ratios, the Floyd/Shane fight should have done at least ten times more than Pac/Shane, or 13 million PPVs. The conclusion, the Pac/Shane fight actually did very well considering the small number of Filipinos in the U.S..Comment

No. It didn't sell out in three hours! But it did end up selling 16,000 tickets compared to 13,000 tickets for the Mayweather/Mosley fight. However, before you start to gloat, think about this: those 16,000 tickets that Pac sold generated a live gate of $8.5 million compared to a live gate of $13 million for the 13,000 tickets sold for Mayweather/Mosley. What that means is that half the tickets sold to the Pac/Mosley fight cost about the same amount of money that I would pay to see a minor league baseball game in Nashville, TN.Comment

Here are some numbers that has a direct correlation to PPV numbers:

Floyd/Shane (both African/Americans) PPV - 1.4 million
Pac/Shane PPV - 1.3 million

The article you linked to does not have an official tally, even more importantly the title comes with a question mark at the end: "Pacquiao Vs. Mosley Generates 1.3 Million PPV Buys?" Even more, the writer Ben Thompson muses on the reliability of the numbers given the fact that it has taken so long to make them official. He also goes on to point out that the Pacquiao/Mosley bout was uncharacteristically offered for sale a day after the fight was over.
