USADA is an organization that was formed in the u.s. and that is responsible (through signed agreement with WADA) for implementing the world anti-doping code (which was created by WADA and the IOC). if arum doesn't want the people at USADA to do the testing then he can get the people at WADA (an organization which is led specifically by the IOC) to do them like they do in the olympics.

        The IOC and WADA in general ask the help of it's local counterpart bacause obviously you are talking about testing ten-twenty thousands of athletes during the entire duration of the olympic competition.. We are talking about just TWO athletes here, which i think even a small group of three people from WADA can do it...

            no, they dont ask for help. they are a world organization, the rely on the local orgs because they have jurisdiction and because they are approved by wada. dont make up ur own bull to justify ur argument.

              on the USADA website it states that USADA does not generally do testing for the olympic games, instead the local organizing olympic committee (NOT a national anti doping agency...USADA is the national doping agency for the U.S.) along with WADA (world anti doping agency led by the International Olympic Committee) would oversee the testing for the olympic games. you know why? because the olympic games is a large international event. if you have the united states anti doping agency (a NATIONAL doping agency) doing the testing for an international event, the other countries might not think it's fair. go figure.

                    WADA calls Neighborhood Watch to oversea their testing. Yeah, we just built that super expensive code so we could hand it over to some schmuck in a third world country .

                      the national organization works with the olympic committee under the direction of wada. its very simple. they dont create a new organization. thats just ludicrous.
