Why did he have to drop them when both would have been taking them? Floyd agreed to the 10MIL penalty for both. If Floyd made no attempt to reject giving 10MIL for 1 LB over 147, then why should Pac not agree to give blood? I'd rather give blood then 10MIL. It was a demand to make the fight not an accusation and Pac was negotiating the fight but didn't want to take it because he wouldn't know when they were coming to test him? Then he sued. This is how logic works for *****s:

If you show them a video of Pacquiao agreeing with random blood testing, they will require a document signed by Pacquiao affirming that.

but, look how logic changes inmediately..If Floyd say, "Pacquiao, yes, you're next"....they don't need signed paper, they don't even need a video. That will be accepted as fact to say "Floyd is the one who wanst to fight". That if faith... lol
