What commission ordered test is Manny avoiding?

LOL also there's the Pacquiao commission. Where the penalty for every pound over the weight limit is $10million. This penalty only applies to Floyd. Pacquiao did not use this penalty for any of 60 fights.Comment

I know this...But, you put him in the same sentence as Mosley and Bonds...And, added "that test"
Mosley(prior to Floyd) and Bonds(as far as my knowledge in baseball goes) never took blood testing.
Armstrong was taking random blood testing...No other athlete Olympic or not had be blood tested as much as Armstrong. And, it was random blood testing as well.
Armstrong didn't really use "that testing" as the others you mentioned did.
Proving that no testing is perfect. The cheaters will always be ahead of the testers. WADA OST whatever will not catch everyone and will not prevent everyone from using. Case in point with Lance Armstrong.
I'm all for better testing for boxing. But, I understand that it does not guarantee and equal level playing field. It helps but doesn't guarantee it.
The only thing that will guarantee and equal level playing field. Is legalizing PED's. And, I'm not that much against legalizing it...But, legalizing PED's is the only way to guarantee a fair level playing field.
I'm all for better testing now. Because, PED's are illegal. But, if they legalize PED's, then I will be OK with that.
If that makes any sense.Comment

I heard about that one. Wasn't $1Mill over every pound over 147 though? So it was different.
For Floyd it's $10Mill...Floyd got his very own penalty, not given by the commission. The funny thing is, this penalty was agreed on before Floyd even said what he wanted lol.Comment

But yeah, just goes to show, even better testing won't catch every one. So just imagine how outdated are these urine testing. I'm pretty sure Armstrong's former teammates took blood tests too, but yet admitted to using PED's and also snitched on Armstrong but failed.
Bonds actually tested positive once, but years after he had already done his damage, record breaking, all that. While he was in his "prime" of using PED's, urine testing never caught him. That's what I meant when I said he never tested positive. Just correcting myself.Comment
