He's not an WW ATG.
Really Pac is not an ATG in any division...Maybe Featherweight....Maybe? I doubt it...

Manny Pacquiao will never be an ATG since he is:
1). Not an American
2). A midget
3). He doesn't have Duckweather on his resume.
4). Midgets can't be fighting from Flyweight to Junior Middleweight since only the A-side meth can do that to a person. Why A-side meth? Of all the drugs to mention by Duckweather Sr. why methamphetamine? Is it because it is also called speed drug?
Methamphetamine:
It increases alertness, concentration, energy, and in high doses, can induce euphoria, enhance self-esteem, and increase libido.
How much does Duckweather Sr. knows about crystal meth use?

5). Also, a midget going up in weight classes, Duckweather family would like people to believe it is impossible but these men would like to have a word with them:
Alabama Kid (Clarence Reeves) - Many of these international fighters are included in the Arnold Thomas collection, including Clarence Reeves, the ‘Alabama Kid’. Reeves spent 10 years in Australia and fought at least 72 matches here. According to a note on the back of his photograph he even married an Australian girl, but was eventually forced to return to America by the White Australia Policy.

Willie Meehan - Famous for never training or doing any roadwork whatsoever. He ate whatever and whenever he wanted. Fought in all divisions from flyweight to heavyweight. As a rotund heavyweight, it was said, "..He is so fat, blows do not make an impression on him, and he is so awkward, that even the cleverest of opponents can find no way to reach him effectively..." After his boxing career, Meehan became a production electrician for Hollywood movie studios. The modern boxer named Eric "Butterbean" Esch would be a great company for Willie Meehan.
Mickey Taylor - fought a couple of fights from Flyweight to Lightweight. Made his mark from the Welterweight to Heavyweight divisions.
And there are more boxers like them. Why are they not champions? They were but they held regional titles, national titles, but never the world titles. One champion for each division not like in today's era of 4 champions and have 17 weight classes. Much like how there are more soccer world titles, tennis world titles, swimming world titles, basketball world titles, baseball world titles, and so forth.
6). Midget Pacquiao is continuously discredited by the American media much like how dominating the Klitschko are but they never seem to get the credit they deserve. Klitschkos and Pacquiao will never get full credit because they don't live in the U.S. because American boxing is getting owned everywhere by Mexicans, Puerto Ricans, Japanese, Filipinos, Canadians, and the whole continent of Europe. Only way Americans get their belts is by cheating the system much like how the WBC copied the American way (WBA & IBF) of stripping champions of their belts. WBC the poor Mexican man's copy of the American way of cheating boxers of their future and money. At least, the WBA and IBF can say to WBC we never got sued by a boxer for a ****** move of stripping a boxer of his championship belt.

On June 11, 2004, the WBC announced it would enter Chapter 7 bankruptcy liquidation (i.e., business closing and total asset sell-off) proceedings, effectively ending its existence. This action prompted some in the boxing community to plead with Rocchigiani to settle the dispute, which he did in mid-July 2004."
