Before you answer here are some definitions

fact/fakt/Noun
1. A thing that is indisputably the case.
2. Information used as evidence or as part of a report or news article

o�pin�ion/əˈpinyən/Noun
1. A view or judgment formed about something, not necessarily based on fact or knowledge.
2. The beliefs or views of a large number or majority of people about a particular thing.

The only 'fact' is that Manny may have refused OST, but the circumstances surrounding that could have been heavily skewed and manipulated by those reporting it. It would be a fact if it was reported and independently corroborated that 'Manny has stated that he is afraid of needles and refuses to take part in OST.' As far as I know, this has not happened. Other than that, neither one tightly fits the primary definition.
