The only thing Pacquiao has agreed to is to fight Shane Mosley and then he agreed to fight Juan Manuel Marquez.

What you choose to interpret as "RANDOM" doesn't change the fact that it's at USADA's discretion when to start and stop testing NOT Manny's.

When Pac fans and Team Pacquiao found out USADA stop testing Floyd and Shane 18 days away from the fight, why didn't Team Pacquiao jump at the chance to be tested then???
