Yes he does. This is a pretrial appearance where the opposing parties ask questions pertaining to the case of the other party. The statements are taken under oath and make the basis to decide if there really is a case which should go forward. The court stenographer is there, (or used to be) and takes down everything asked and said. In other words it lays out the case. Then the trial itself can be prepared from these statements. This saves a lot of Court time, so that there need not be adjournments and delays to try to find evidence to refute new and differently directed attacks.

If in the trial itself, the statements of the protagonists deviate from the pre-trial.....this is BAD........

It's not up to "Team Pacquiao". It is the JUDGE and the available date which governs such matters. The judge has originally booked the actual trial date on his calendar, and then choses the pre-trial date far enough ahead, to allow enough time after this to properly prepare the case based on what emerges from the pre-trial.
