Why isn't he fighting young up and coming contenders that are inthe top 10 in the WW division?

If his opponent is weight drained or old. Essentially not up to the task as you say, then the opponent won't need to take a dive. So either Shane sucks and wasn't good enough to handle Pacquiao, or he doesn't suck and took a dive. It can't be both.
