That's really just a matter of opinion whereas numbers don't lie and the number of Mexican all-time champions and HOF's, undoubtedly substantiates that Mexico>Philippines in boxing.
It's like this; Panama may have a greater boxer than any of the Mexican boxers to ever lace them up but who's enjoyed a richer boxing history? What country is currently enjoying more of a boxing success? Greats from other countries will come and go but which country will enjoy success at the world stage on a consistent basis?
Mexico has veteran champs still performing at a world-class level that may be on their way out. They have solid champions that have years left to defend or capture more belts and Mexico has many solid prospects that will be their successors after they are gone. Can the Philippines say the same after Pac and Donaire are gone? What if Pac retires next tear and Donaire gets brutally koed into journeyman status, who will the Philippines have then?
When Marquez retires will be many boxers for Mexicans to chose from. When Montiel got koed we had a wave of capable Mexicans that won multiple belts in foreign lands. Mexico has some promising prospects in the lower weights and in the higher weights. So who do you think enjoys more success in boxing?Comment

Mexico consistently produces great fighters while the Philippines have one of the top ten greatest fighters ever!!!!!
Both countries should be proud of their fighters
